The Palestine Liberation Organization for the benefit of the Palestinian Authority has received a grantfrom the International Development Association toward the cost of the Health System Resiliency Strengthening Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project.
The consulting services include the selection of Referrals Pricing Expert to work on developing a National Price Schedule, to be used to define new contracts with service providers for medical referrals outside the public health system.
Main Tasks, Responsibilities & Scope of Work:
1- Review the signed contracts between the Ministry of Health with all health service providers.
2- Review the prices of the medical procedures provided by the service providers in the Palestinian market for the benefit of the private institutions (individuals, institutions, insurance companies, UNRWA).
3- Review all literature on costing of health services within Palestine and referral countries.
4- Finalize mapping of ICD 9 (used by many providers) and 1CD 10 (used by MOH) codes to DRGs (used by most foreign providers). This process has been completed by IntraHealth, the consultant needs to review and finalize this mapping.
5- Use Israeli DRG's as baseline, for setting the national price list, starting with the most important referrals (defined as highest cost as percentage of expenditures).
6- The consultant will lead the process of harmonization and adaptation of the Israeli DRG’s with the local pricing lists (individual hospital has its own lists and codes) to generate the national price schedule.
7- Definition of adjustment criteria: measures of quality, location, classification of hospital, accredited services etc. (to be agreed upon by all stakeholders).
8- Finalize one national price schedule. The price of service will be unified and subject to change based on two elements:
a. Adjustment criteria
b. Negotiation with individual hospital to get discount schemes or offers.
The Ministry of Health/Project Management Unit invites eligible qualified individuals to provide information indicating their: qualifications, experience and appropriate skills to perform the services. The main qualifications of the consultant is as follows
· Experience with costing and pricing for health services
· Expertise with ICD 9 and 10
· Expertise in provider payment, and specifically with DRGs
· University degree in Health, Economics, Accounting, Auditing, or related filed, Masters or Doctorate preferred
· At least 5 years of similar experience in a recognized institution.
· Strong written, communication and interpersonal skills.
· Ability to work independently as well as within a team, in a challenging and complex multi-stakeholder environment.
· Ability to work manage a complex and diverse workload and to work to tight deadlines.
· Languages: English; Arabic a plus.
The timeline for the referrals pricing expert to complete this assignment expected not to exceed 70 working days.
